Construction Permits In Progress

Permit applications will be reviewed in the order that they are received. Applicants will be contacted if any additional information is required to complete the permit application process.

The amount of review time required for a permit application is dependent on a variety of factors (completeness of the application, complexity of the review, number of applications currently under review, current staffing levels/expertise, etc.).

Key

  • Received— Application has been received by the Department.
  • Under Review— Application has been assigned to staff, and the application is being reviewed and processed. Staff will contact applicant with any questions or if additional information is needed.
  • Public Comment— Application has been received, and reviewed by the Department and applicant and is now in the 30-day public comment period.
  • Public Comment— No 30-day public comment period is required unless requested by the public or if there is a significant degree of public interest in air quality issues.
  • Near to Issue— Application has completed all requirements and is close to being issued (< 7 days till issuance).

The Meridian permit application indicates that emissions from the facility will be controlled to levels that will result in classification of the facility as a minor source of air pollution. As indicated above, a minor source of air pollution (with dispersion modeling) normally requires a 150-180 day review time. However, given the complexity of the Federal and State regulations applicable to the Meridian facility and the location of the facility near Theodore Roosevelt National Park (a Class I area), the Department expects that an initial review to determine if the application is accurate and complete will require 3-6 months. Once an application is determined to be complete, the Department anticipates an additional 3-6 month review process. If the review indicates that the facility is expected to comply with all applicable regulatory requirements, an analysis and draft Permit to Construct will be prepared; the analysis and draft permit will be subject to a 30-day public review period (with concurrent EPA review) which will include a public meeting/hearing. The Department must consider and respond to all comments before making a final determination on the permit application.
